A bill to provide Federal assistance for special projects to demonstrate the effectiveness of programs to provide emergency care for heart attack victims by trained persons in specially equipped ambulances.

Authorizes the Surgeon General to provide Federal assistance for special projects to demonstrate the effectiveness of programs to provide emergency care for heart attack victims by cardiologists and other trained persons in specially equipped ambulances.

Provides that not more than 2 percent of the funds appropriated to carry out title IX of the Public Health Service Act shall be used to carry out the provisions of this Act. (Adds 42 U.S.C. 299h)
