Revises the provisions of Federal law which provided for the establishment of Cape Lookout National Seashore in the State of North Carolina by: (1) allowing the National Seashore to be established while the State share of the land acquisition program is being completed; (2) authorizing additional acres to the existing area; and (3) directing a study to be made of the suitability for wilderness classification of portions of the seashore. Revises the funding provisions of the Act to allow Federal assistance in purchasing an additional tract on Core Banks. Authorizes additional funds for land acquisition, and a master planning study to indicate visitor developments consistent with the natural character of the seashore.
