Authorizes the appropriation for each fiscal year of an amount equal to 100 percent of all fines, penalties and forfeitures imposed on foreign fishing vessels for violation of the territorial waters of the United States during the twelve-month period immediately preceding such fiscal year, such moneys to be maintained in a separate fund and used by the Secretary of the Interior: (1) to promote the free flow of domestically produced fishery products; (2) to develop and increase markets for fishery products of domestic origin; and (3) to conduct any biological, technological, or other research pertaining to American fisheries.
