Provides, under the Controlled Substances Act, for a mandatory life sentence for the illegal distribution of controlled substances and permits parole only after a specified number of years of the sentence. Directs the Attorney General, acting through the Institute for Criminal Justice of the Law Enforcement Assistance Administration, to conduct research into the effectiveness of this life sentence.
