A bill to amend the Controlled Substances Act to provide for a mandatory life sentence for the illegal distribution of certain narcotic drugs, to permit parole only after a certain number of years of the sentence, to provide for research into the effectiveness of this life sentence.

Provides, under the Controlled Substances Act, for a mandatory life sentence for the illegal distribution of controlled substances and permits parole only after a specified number of years of the sentence. Directs the Attorney General, acting through the Institute for Criminal Justice of the Law Enforcement Assistance Administration, to conduct research into the effectiveness of this life sentence.
