Revises the Agriculture Act of 1970 by providing that any security based on or backed by a trust or pool of loans or loan participations guaranteed or insured under the Rural Electrification Act of 1936 or the Consolidated Farm and Rural Development Act may be guaranteed as to timely payment of principal and interest by the Government National Mortgage Association.
