Directs the Administrator of the Small Business Administration to grant any innocent person for any uninsured loss or injury which arose out of, or was caused by, the disturbance at Wounded Knee, South Dakota, or any related disturbance, an amount equal to 100 percent of such loss or injury.
Requires the Administrator to report to Congress within thirty days of enactment of this Act on the amount and extent of damage resulting from such disturbances. Defines the terms used in this Act.
States that any right of action of any person compensated under this Act shall inure to the Government of the United States upon payment of the compensation.
Authorizes to be appropriated such funds as are necessary to carry out the purposes of this Act.
