States that the Congress fully recognizes the principle of government by consent and authorizes the people of the Virgin Islands to organize a government pursuant to a constitution of their own adoption.
Authorizes the Legislature of the Virgin Islands to call a constitutional convention to draft a constitution for the people of the Virgin Islands. Stipulates that such constitution shall provide a republican form of government and shall include a bill of rights.
Directs members of the constitutional convention to consult with the Committee on Interior and Insular Affairs of the Senate and House of Representatives to obtain the comments of such committees concerning the draft of the constitution prior to submitting such draft to the voters of the Virgin Islands.
States that the constitution drafted by the constitutional convention shall be submitted to the voters of the Virgin Islands who may approve it by a majority vote of the voters participating.
