Requires a review of the present uses of public lands of the United States that contain energy resources and a determination of which of these lands shall be reserved and which shall be developed. Excepts lands within the National Wildlife System, and the Wild and Scenic Rivers System.
Directs the Secretary of the Interior to stimulate development and exploration of lands which he determines should be developed and oil and oil shale reserves on lands which he determines should be reserved.
Requires the Secretary to employ competitive bidding in carrying out this Act.
