A bill to amend the Foreign Assistance Act of 1961 to authorize an appropriation of $300 million to provide famine and disaster relief, rehabilitation, and reconstruction assistance to the Sahelian nations of Africa.

Authorizes, under the Foreign Assistance Act, to be appropriated, in addition to funds otherwise available, $300,000,000 for use by the President for famine and disaster relief, rehabilitation, and reconstruction assistance in connection with the drought in the Sahelian nations of Africa.
