Provides that no citizen of the United States who is otherwise qualified to vote in any State or political subdivision in any primary or election shall be denied the right to vote in such primary or election on account of his conviction of a criminal offense unless he is imprisoned in a correctional institution or facility at the time of each primary or election.
States that whoever shall intentionally deny or attempt to deny any person of any right secured by this Act shall be fined not more than $500 or imprisoned not more than one year, or both.
