Directs the United States Civil Service Commission to conduct a study to determine (1) the number of persons employed as planners, estimators, progressmen, schedulers, and ship surveyors by the Federal Government between November 1, 1969 and the date of enactment of this Act; (2) the amount of compensation paid to each such person during such period; and (3) the amount each such person would have been paid if each such position had been converted to the Coordinated Federal Wage System in November 1969.
