A bill to amend the Emergency Highway Energy Conservation Act to provide for a national highway speed limit of 65 miles per hour.

Increases the national highway speed limit to sixty-five miles per hour (now fifty-five miles per hour) under the Emergency Highway Energy Conservation Act.
