Authorizes the Secretary of Health, Education, and Welfare to make emergency assistance grants to recipients of supplemental security income benefits. Authorizes cost-of-living increases in supplemental security income benefits and in State supplementary payments.
Prohibits the reduction of supplemental security income benefits because of social security benefit increases.
Directs the Secretary to reimburse the States for home relief payments to disabled social security applicants prior to determination of their disability. Sets forth the conditions under which such benefits may be paid directly to drug addicts and alcoholics without a third-party payee.
Continues on a permanent basis the eligibility of supplemental security income recipients for food stamps.
