Provides that a finding of permanent and total disability under: (1) title II (Federal Old-Age, Survivors' and Disability Insurance) or XVI (Grants to States for Aid to the Permanently Blind and Totally Disabled) of the Social Security Act; (2) specified provisions relating to veterans' benefits; or (3) the Railroad Retirement Act of 1937, will be considered as a finding of disability under any of such programs.
