A bill to amend section 401 of the Social Security Amendments of 1972 to permit any State to utilize its public assistance payment levels for December 1973 (instead of the corresponding levels for January 1972) in limiting its liability for supplementation of Federal benefits under section 1616 of the Social Security Act.
