Revises the Agricultural Marketing Act of 1946 by authorizing and directing the Secretary of Agriculture to assist in improving transportation rates and services from or to rural areas by the initiation of and participation in actions before the Interstate Commerce Commission, the Maritime Commission, the Civil Aeronautics Board, or other Federal or State transportation regulatory body, or by working directly with individual carriers or groups of carriers. (Amends 7 U.S.C. 1622).
Authorizes the Interstate Commerce Commission to permit, and urges carriers to give favorable consideration to, the establishment of developmental or experimental freight and passenger rates to and from rural areas to aid in development and growth of such areas.
