A bill to establish the policy of the United States of America to modernize the strike forces of the U.S. Navy by requiring nuclear propulsion in new major combatant vessels to take advantage of improved military characteristics accruing from the essentially unlimited high-speed endurance provided by nuclear propulsion.

Provides that new construction of major combatant vessels for the strike forces of the United States Navy authorized subsequent to the date this Act becomes law shall be nuclear powered.

Sets forth the minimum number of nuclear powered major combatant vessels which the Department of Defense shall include in its annual naval shipbuilding request. Prescribes reporting requirements with respect to the provisions of this Act.
