Requires the President within 30 days after enactment of this Act to establish maximum prices for crude oil, residual fuel oil, or any refined petroleum product at levels of November 1, 1973 base prices.
Allows exceptions to such prices to allow passthrough of costs.
Disallows excessive profits on such products.
Disallows specification of prices under the Economic Stabilizaiton Act for first sale of new crude oil produced from United States property by qualified producers.
