A bill to amend section 213 of the Regional Rail Reorganization Act of 1973 to prohibit certain Federal assistance to any railroad in reorganization until all indebtedness of such railroad for taxes due and payable to any unit of State or local government has been satisfied or discharged in full.

Revises the Regional Rail Reorganization Act of 1973 to prohibit Federal assistance for the continued provision of essential transportation services to any railroad in reorganization until all indebtedness of such railroad for taxes due and payable to any unit of State or local government has been satisfied or discharged in full.
