Prohibits any utility or power company licensed to do business in the United States from instituting an increase in electrical utility rates for any of its consumers based on a decrease in revenue caused by conservation efforts utilized by the consumers.
Provides for a penalty of a fine of up to $50,000 and imprisonment for a term of up to one year for officers and directors of companies who violate this Act.
