Prohibits any regulated public utility from expending any money for promotional advertising purposes during any period when electricity or natural gas is determined, by the Federal Power Commission, to be in short supply. Prohibits preferential rates from being charged by such a utility on the basis of electricity or natural gas bought.
Establishes a $5,000-$10,000 fine for violations of this Act.
