A bill to amend the Federal Water Pollution Control Act to authorize a grant program for the payment by the United States of the cost of certain chemicals used for water pollution control purposes.

Authorizes the Administrator of the Environmental Protection Agency pursuant to the Federal Water Pollution Control Act to make grants for the payment by the United States of the cost of chemicals used for water pollution control purposes to private nonprofit organizations and associations and to State and local governments.
