A bill to amend the Small Business Act to permit loans to be made to certain small business concerns that have suffered or will suffer substantial economic injury as a result of the diminished availability of refined petroleum products.

Empowers the Small Business Administration to make loans, directly or in cooperation with lending institutions, to assist small businesses, with annual sales under $20,000,000 in the businesss of retail petroleum sales or sales to tourists, who are adversely affected by the energy crisis.
