Directs the Interstate Commerce Commission to issue regulations prohibiting the transporting of any dog, cat, monkey, rabbit, or bird in interstate commerce when the cost of such transporting is paid and collected on delivery. Imposes criminal penalties of up to a $1,000 fine and/or one year in jail for violations of this Act.
