Authorizes the Secretary of the Interior to construct, operate, and maintain the Cibolo project, Texas, implementing such water storage, conservation, recreation, and flood control measures as he finds necessary.

Authorizes appropriations of $40,151,000 for the construction of the project, and such additional sums as may be required for the operation and maintenance of the project.
