Provides that increases in monthly insurance benefits under title II of the Social Security Act (Old-Age, Survivors' and Disability Insurance) whether occurring by reason of increases in the cost of living or enacted by law, shall not be considered as annual income for purposes of other benefit programs under title VI of the Social Security Act.
