Directs the Comptroller General of the United States to conduct, beginning on July 1 of each fiscal year, a cost study to determine the actual cost a mile to an employee or other individual performing service for the Government, who is engaged on official business inside or outside the designated post of duty or place of service, for the use of a privately owned motorcycle, automobile, or airplane and to submit to the President or his designee, not later than the beginning of the third month after such date, the results of such study. Provides that the President or his designee shall include the specific results of the study of the Comptroller General in regulations governing the authorized payment of the actual costs described above.
