Increases the per diem allowance of Federal employees traveling on official business within the continental United States; and increases the reimbursement for necessary travel expenses in excess of the per diem allowance.
Directs the Comptroller General to conduct annually a study on the actual cost a mile to Federal employees for the use of privately owned vehicles. States than an employee shall not use a privately owned motorcycle, automobile, or airplane, under specified conditions, unless authorized in writing to do so in the travel authorization.
