Provides that any local government which makes any expenditure for the protection of any official of the United States or any foreign country may submit to the Attorney General an application for reimbursement with respect to such expenditure. States that the Secretary of the Treasury, upon receiving certified application from the Attorney General, shall reimburse the local government for 80 percent of the expenditures. Directs the Attorney General to prescribe such rules as he considers necessary to carry out this Act.
