A bill to amend the Federal Aviation Act of 1958 to require certain air carriers to grant free air transportation to certain attorneys and witnesses attending proceedings before the Civil Aeronautics Board and to require the Board to hold public hearings in additional locations.

Requires air carriers to grant free air transportation to specified attorneys and witnesses attending proceedings before the Civil Aeronautics Board. Directs the Civil Aeronautics Board to hold public hearings in at least one location in each geographic area directly affected by the matter with respect to which such hearings are held.
