Provides, under title XVIII of the Social Security Act (Medicare), that the determination of the reasonable charge for services furnished in any State by a physician or other person under the supplementary medical insurance program shall be made on the basis of the prevailing and customary charges for similar services throughout such State (presently on the basis of the corresponding charges in a particular locality).
