A bill to amend title 39, United States Code, to provide for the mailing of letter mail to Senators and Representatives in Congress at no cost to the sender, and for other purposes.

Permits the mailing of letter mail to Senators and Representatives in Congress at no cost to the sender when addressed to his D. C. office or district office. Provides for the payment to the postal service of Treasury revenues to cover the provisions of this Act.
