A bill to amend title 5, United States Code, to permit State and local officers and employees to engage in certain political campaign activities.

Permits State and local officers and employees to be candidates for election if none of the candidates are to be nominated or elected representing a party any of whose candidates for Presidential elector received votes in the last preceding election at which the Presdiential electors were selected.
