A bill to amend title 5, United States Code, to permit employees of Federal executive agencies and individuals employed by the government of the District of Columbia to engage in certain political campaign activities.

Provides that an employee in an Executive agency or an individual employed by the government of the District of Columbia may not be a candidate for elective office. Provides that this restriction does not prohibit any State or local officer or employee from being a candidate in any election if none of the candidates is to be nominated or elected at such election as representing a party any of whose candidates for Presidential elector received votes in the last preceding election at which Presidential electors were selected. (Amends 5 U.S.C. 7324(a)(2)).
