A bill to establish a commission to review the proposed closing of any military installation.

Creates the Military Installation Closing Commission with members from specified Government agencies, the legislative branch, and the private sector.

States that the Commission's duties shall be to review and evaluate any decision of the Department of Defense to close any military installation with a view toward determining whether the losing of such installation is in the best interest of national defense, the nation's economy, and military efficiency.
