A bill to amend title 39, United States Code, to authorize the mailing of letter mail, postal cards, and post cards to Members of Congress in their representative capacity by a sender such Member represents at no cost to the sender subject to the availability of appropriations to pay the cost thereof.

Provides for a fine of up to $1,000 for abuse of the privilege authorized by this Act.
