A bill to amend the Urban Mass Transportation Act of 1964 to insure that transportation facilities built and rolling stock purchased with Federal funds are designed and constructed to be accessible to the physically handicapped and the elderly.

Directs the Secretary of Transportation to require under the Urban Mass Transportation Act that transportation facilities built and rolling stock purchased with Federal funds be or by Federal authority be designed and constructed to be accessible to the physically handicapped and the elderly.
