Extends the school fare subsidy for transportation of schoolchildren within the District of Columbia through fiscal year 1977. States that nothing in this Act shall be construed as limiting the authority of the Council of the District of Columbia to enact any Act, after January 2, 1975, with respect to any matter covered by this Act.
