States that each Federal agency permitted by law to disseminate personally identifiable information shall obtain the written consent of the subject individual before disclosing such information about him, unless the disclosure is within the stated purposes of the system as specifically provided by statute.
Requires each agency to submit an annual report to both Houses of Congress and the same to be printed in the Federal Register, of the number of requests for information under this Act made to each agency, the type of information requested, and the agency's responses and, if disseminated, the time taken to disseminate the material.
