A bill to amend the Public Health Service Act to provide for greater and more effective efforts in research and public education with regard to diabetes mellitus.
National Diabetes Research and Education Act - Directs the Secretary of Health, Education and Welfare to establish within sixty days after the date of enactment of this Act a National Task Force on Diabetes to formulate a long-range plan to combat diabetes mellitus.
Directs the task force to develop a program to expand, intensify, and coordinate the activities of the National Institute of Arthritis, Metabolism, and Digestive Diseases respecting diabetes mellitus and related endocrine and metabolic diseases.
States that such program shall provide for: (1) investigation in the epidemiology, etiology, prevention, and control of diabetes mellitus; (2) research into the development, trial, and evaluation of techniques and drugs used in, and approaches to, the diagnosis, treatment, and prevention of diabetes mellitus; and (3) the education and training of scientists, clinicians, educators, and allied health personnel, in the fields and specialties requisite to the conduct of programs respecting diabetes mellitus.
Authorizes appropriations to carry out such program of $500,000 for the fiscal year ending June 30, 1974.
Provides that, not later than sixty days after the Task Force submits its report and recommendations to the Congress, the Director of the National Institute for Arthritis, Metabolism, and Digestive Diseases shall, through the National Institutes of Health and the Department of Health, Education, and Welfare, submit to the President for transmittal to the Congress a report outlining the action required and the staff requirements to carry out the recommended program with a request for such additional appropriations.
Requires the Director of the National Institute of Arthritis, Metabolism, and Digestive Diseases to establish programs as necessary appropriately emphasizing the prevention, control, diagnosis, and treatment of diabetes in children.
Authorizes appropriations to carry out such a program for children of $2,500,000 for the fiscal year ending June 30, 1975, $5,000,000 for the fiscal year ending June 30, 1976, $10,000,000 for the fiscal year ending June 30, 1977.
Directs the Director of the National Institute of Arthritis, Metabolism, and Digestive Diseases to provide for the development of research and training centers for the study of diabetes and related endocrine and metabolic disorders.
Authorizes appropriations to provide such centers of $10,000,000 for fiscal year ending June 30, 1975, $15,000,000 for fiscal year ending June 30, 1976, and $20,000,000 for fiscal year ending June 30, 1977.
Establishes the position of Associate Director for Diabetes within the Institute to be responsible for diabetes programs.
Establishes an Inter-Institute Diabetes Mellitus Coordinating Committee to coordinate the research activities relating to diabetes mellitus.
Establishes an Interagency Technical Committee on Diabetes Mellitus to be responsible for coordinating all Federal health programs relating to diabetes melletis.
