Limits the authority of the President to impose fees and limitations on imports without awaiting the recommendation of the Tariff Commission to situations in which the existence of war, natural disaster, or famine affects or probably will affect the domestic supply.
Grants authority to the President to impose an import fee equivalent to the amount, as found by the United States Tariff Commission, of per unit subsidies paid by foreign governments which have the effect of lowering the domestic price of such subsidized articles.
