Authorizes the Secretary of Agriculture to provide financial and technical assistance to Guam for improving fire control, watershed protection and reforestation.
Provides that the program authorized by this Act shall be developed in cooperation with the territorial government of Guam and shall be covered by a memorandum of understanding agreed to by the territorial government and the Department of Agriculure.
