Provides that whoever, for the purpose of obtaining any official document or paper of the United States, involving an element of identification, knowlingly uses or supplies false information, documentation, or any document or paper evidencing the birth or identity or entry into the United States of any individual other than the individual officially intended to be documented thereby, shall be fined or imprisoned or both.
Provides that whoever, for the purpose of obtaining any official document or paper of any State, involving an element of identification, knowingly utilizes any facility in interstate or foreign commerce, including the mail, to move in interstate or foreign commerce any false information, false or falsified documentation, or any document or paper evidencing the birth or identity or entry into the United States of any individual other than the individual officially intended to be documented thereby, shall be fined or imprisoned or both.
Imposes criminal penalties on any individual who, for a monetary or other consideration: (1) falsely makes or alters, or makes improper use of, any official document or paper of the United States, involving an element of identification; (2) falsely makes, or alters, or makes improper use of, any official document or paper of any State involving an element of identification, knowing that such document is being used for obtaining any official document or paper of the United States, involving an element of identification; or (3) sells, transfers, or otherwise delivers any such document or paper of the United States or of any State knowing such document or paper to have been so made, forged, counterfeited, or altered or so used or intended to be used improperly or without authorization.
