Freer Schools Act - Phases out specified Federal elementary and secondary education programs which would otherwise expire on June 30, 1974.
Declares that nothing in this Act or in the Elementary and Secondary Education Act of 1965: (1) shall be construed or applied in such a manner as to infringe upon or usurp the moral or legal rights or responsibilities of parents or guardians with respect to the moral, emotional, or physical development of their children, or (2) shall be construed or applied in such a way as to authorize the participation or use of any child in any research or experimentation program or project, or in any pilot project, without the prior, informed, written consent of the parents or legal guardians of such child.
Authorizes appropriations for fiscal years 1974-1977 to carry out the provisions of Title I of the Elementary and Secondary Education Act.
