Establishes as the penalty for kidnapping a term of imprisonment not less than ten years without opportunity for suspension of sentence, probation, or parole. Requires the death penalty where the victim is not returned physically unharmed.
Provides that the unexplained disappearance of any person for more than 24 hours, if there is any evidence of a kidnap, shall create a rebuttable presumption that such person has been transported in interstate or foreign commerce. (Amends 18 U.S.C. 1201)
