A bill to amend title 38 of the United States Code to provide that monthly social security benefit payments and payments under title IV of the Federal Coal Mine Health and Safety Act of 1969 shall not be considered to be income for the purpose of determining eligibility for a pension under that title.

Provides that in computing the income of any person for the purpose of determining his eligibility for a pension pursuant to the Veterans' Pension Act, there shall be excluded any monthly benefit payments payable to such person under title II of the Social Security Act and any monthly benefit payments payable to such person pursuant to title IV of the Federal Coal Mine Health and Safety Act.
