A bill to provide for access to all duty licensed psychologists, and optometrists without prior referral in the Federal employee health benefits program.

Allows beneficiaries of the Federal employee health benefits program to select psychologists or optometrists without supervision or referral by another health practitioner and to have benefits paid for such service if it is covered by the beneficiary's health benefits contract.
