A bill to make it a crime to move or travel in interstate or foreign commerce to avoid compliance with certain support orders, and for other purposes.

Designates the failure of an individual to make support payments to his spouse or child, as ordered by a State court having jurisdiction over such individual, after travel in interstate or foreign commerce as prima facie evidence of an individual's intent to avoid compliance with such support order.

Provides that any individual who travels in interstate or foreign commerce to avoid compliance with a support order shall be fined not more than $1,000, or imprisoned not more than one year, or both.

Provides that in all criminal proceedings under this Act the testimony of a husband or wife shall be admissible and competent evidence against each other.
