Unified Transportation Assistance Act

Federal Mass Transportation Act - Defines the terms used in this Act.

Authorizes the Secretary of Transportation to make grants to assist States and their political subdivisions in financing the construction and operation of facilities and equipment for use in providing public mass transportation service. Sets forth the criteria and procedures for the making of such grants.

Provides that the Federal share of funding for public mass transportation service shall be 75 percent for construction costs and 33 1/3 percent for operation costs.

Authorizes the Secretary of Transportation to engage in research, development, and demonstration projects in all phases of public mass transportation, either independently or by grant or contract.

Requires the Secretary to develop, test, and prescribe, by January 10, 1977, a reporting system to accumulate public mass transportation financial and operating information.

Authorizes the Secretary to make grants to States and their political subdivisions and to private mass transportation operators to provide fellowships for training of personnel employed in managerial, technical, and professional positions in the field of public mass transportation.

Requires the Secretary to conduct a study of the charter bus industry. Sets forth criteria for Federal assistance under this Act for bus purchase and operation.

Sets forth various rules and regulations with respect to the administration of this Act. Authorizes appropriations to carry out the purposes of this Act.
