A bill to amend title 39, United States Code, to provide for the mailing of letter mail to Senators and Representatives in Congress at no cost to the sender, and for other purposes.

Provides that letter mail to be transmitted to any United States Senator, Representative in Congress, the Resident Commissioner from Puerto Rico, or the Delegate from the District of Columbia, and addressed either to Washington, District of Columbia, or to his district office in the State which he represents, shall be carried in the mails at no cost to the sender.
